As for the ATM machines, my guess would be that there either one or few standard models. Blind people can use the braille for the walk-up ATM machines. It would be cheaper to use this same model machines for the drive thru ATM machines. This is why you see the braille when you drive up because they didn't take the time to redesign one without a braille display.

As for the CC'ed military commercials, I agree that it doesn't make much sense neither but I could imagine that there could be Deaf parents of hearing kids who would appreciate understanding these commercials.

I give you my view of points about why marine or army use closed caption on TV for Deaf people... They use closed caption for intended to recruiting Deaf people to work for marine or army as engineers or mechanic for their transportation and developing technologies. Also your friend mention about blind people who can't drive to ATM with Braille, they might have spouse or operator to drive for them and blind people used ATM with Braille outside.
